Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "speaker’s card" and file it with the City Clerk prior to the start of the Council meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor. Speakers should state their name and address for the record and must direct their comments to the Council, not the audience or press. While Council is in session, members of the Council, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

PUBLIC COMMUNICATIONS
Public Communications is the time set aside during the Council meeting for members of the public to address the City Council on items of City business other than scheduled agenda items. Persons wishing to address the Council should fill out a speaker card prior to the Council reaching this point on the agenda. The City Council will take no action on items presented at this time. Comments must be limited to three minutes or less. Thank you.

i) Emergency Advisory Radio System
RECOMMENDATIONS:
1. Adopt Resolution No. 08-____authorizing the adoption of a Resolution from the U.S. Office of Homeland Security (included as Exhibit A by reference) to allow the City Manager to execute any actions necessary to comply with requirements outlined in the Grant Assurances document; and
2. Adopt Resolution No. 08-____authorizing the City Manager to enter into an agreement by and between the City and Ventura River County Water District (VRCWD) allowing the City to position and maintain a radio antenna on VRCWD property.
j) Opposition to Woodside Oceanway Liquefied Natural Gas (LNG) Terminal Proposal’s Preferred Off-Load Site
RECOMMENDATIONS:
1. Adopt Resolution No. 08-____to join other Ventura County cities in formal opposition to Woodside LNG’s preferred off-load site; and
2. Authorize Council Members and the City Manager to express said opposition before any and all government or other agencies taking comments on the issue.
k) Ratification of Lifetime Achievement in the Arts Award
RECOMMENDATIONS:
1. Ratify the Arts Commission’s recommendation that Ruth Hemming be the recipient of the 2007 Lifetime Achievement in the Arts Award; and
2. Ratify the Arts Commission recommendation that City Council award a City plaque to the Ojai Center for the Arts.

2. Appoint Council Sub-Committee to Select Special Legal Counsel
RECOMMENDATION:
Appoint two members of the Ojai City council to serve as a Sub-Committee that will work with the City Manager to select Special Legal Counsel to advise on the Housing Element of the General Plan.
3. Federal Section 5311 Grant Funding Application
RECOMMENDATION: Adopt Resolution No. 08-____authorizing the City Manager to file an application for Section 5311 entitlement grant funds for public transportation projects in rural areas for FY 2006/2007 in the amount of $250,448.
