Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "speaker’s card" and file it with the City Clerk prior to the start of the Council meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor. Speakers should state their name and address for the record and must direct their comments to the Council, not the audience or press. While Council is in session, members of the Council, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

PUBLIC COMMUNICATIONS
Public Communications is the time set aside during the Council meeting for members of the public to address the City Council on items of City business other than scheduled agenda items. Persons wishing to address the Council should fill out a speaker card prior to the Council reaching this point on the agenda. The City Council will take no action on items presented at this time. Comments must be limited to three minutes or less. Thank you.

RECOMMENDATION: Adopt Ordinance No. 799 to become effective March 14, 2008.
i) Waiver of In-Lieu Parking Facilities Fee (MISC 08-01) for Property Located at 236 West Ojai Avenue
RECOMMENDATION: Adopt Resolution No. 08-____approving a waiver of an in-lieu parking facilities fee of $5,662.91 for one parking space.
PUBLIC HEARING
2. Community Development Block Grant Public Hearing Application for Funding Program Year 2008/2009
RECOMMENDATIONS:
1. Conduct a public hearing to receive input on the proposed use of Federal Community Development Block Grant (CDBG) funds for program year 2008/2009; and
2. Provide staff with direction on funding priorities to then return to the City Council February 26, 2008 with recommendations for the allocation of CDBG funds for 2008/2009.
DISCUSSION ITEMS
3. Priority List of Planning Projects
RECOMMENDATION: Approve the Priority List of Planning Projects, which serves as a work program for long-range planning for the Community Development Department.
4. Grant Award Acceptance for an Ojai Valley Emergency Advisory Radio System
RECOMMENDATION: Authorize the Mayor to sign Resolution 08-____allowing the City of Ojai to accept funds from the Ventura County Sheriff’s Office of Emergency Services (OES), in the amount of $50,000 to purchase and install an Emergency Advisory Radio System (EARS) that will serve the City of Ojai, as well as other communities in the Ojai Valley.

RECOMMENDATIONS:
1. Appoint City Manager, Jere A. Kersnar, as Real Property Negotiator.
2. Confer with Real Property Negotiator regarding possible offer to purchase real property at 510, 512, 514 East Ojai Avenue (APN 022-0-140-480) owned by James Miller.
8. Closed Session – Potential Litigation per California Government Code Section 54956.9(c)
RECOMMENDATION: Confer with City Attorney in Closed Session regarding potential litigation.
