Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "speaker’s card" and file it with the City Clerk prior to the start of the Council meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor. Speakers should state their name and address for the record and must direct their comments to the Council, not the audience or press. While Council is in session, members of the Council, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

Public Communications is the time set aside during the Council meeting for members of the public to address the City Council on items of City business other than scheduled agenda items. Persons wishing to address the Council should fill out a speaker card prior to the Council reaching this point on the agenda. The City Council will take no action on items presented at this time. RECOMMENDATION: Authorize payment.

b) Minutes of the Ojai City Council Meeting of December 11, 2007
RECOMMENDATION: Approve as submitted.

c) Minutes of the Ojai Planning Commission Meeting of November 7, 2007
RECOMMENDATION: Receive and file.

d) Minutes of the Historic Preservation Commission Meeting of October 8, 2007
RECOMMENDATION: Receive and file.

e) Service Agreement with West Coast Arborists for Street Tree Maintenance
RECOMMENDATION: Authorize the Mayor to sign a Service Agreement with West Coast Arborists for the remainder of FY 2007/2008 for street tree maintenance services, in an amount not to exceed $20,000.

f) Treasurer’s Monthly Report of Investments for the City of Ojai and the Redevelopment Agency
RECOMMENDATION: Receive and file.

DISCUSSION ITEMS

2. Housing Element Report Follow Up
RECOMMENDATION: Following review of the staff report and Council discussion, direct staff to submit the draft Preliminary Housing Plan to the State Department of Housing and Community Development (HCD).

3. Council Representatives to County and Regional Boards, Committees and Commissions; and Council Ad Hoc Committees
RECOMMENDATION: Review current assignments and consider appointments of Council representatives on county and regional boards, committees and commissions; and consider reassignments to ad hoc committees.
