The regular meeting of the Ojai Planning Commission will be called to order by the Chair on Wednesday, July 18, 2007, at 7:30 p.m. in the Council Chambers of Ojai City Hall, 401 S. Ventura Street, Ojai, California.
MEMBERS OF THE PUBLIC WISHING TO ADDRESS THE COMMISSION ON ITEMS APPEARING ON THE AGENDA ARE REQUESTED TO COMPLETE A SPEAKER'S CARD AND FILE IT WITH THE COMMISSION SECRETARY PRIOR TO THE START OF THE MEETING. PROJECT APPLICANTS WHO HAVE AN ITEM ON THE AGENDA DO NOT NEED A SPEAKER'S CARD. CARDS ARE AVAILABLE IN THE LOBBY OF THE COUNCIL CHAMBERS. ALL COMMENTS SHOULD BE LIMITED TO THREE MINUTES OR LESS UNLESS ADDITIONAL TIME IS GRANTED BY THE CHAIR.

PUBLIC COMMUNICATIONS
Public Communications is the time set-aside during the Planning Commission meeting for members of the public to address the Planning Commission on matters not on the agenda. Under State law, other than for emergency items, no action can be taken at this meeting. Matters raised at this time may be briefly discussed by the Commission, and will generally be referred to staff and/or placed on a subsequent agenda. Persons wishing to address the Planning Commission should fill out a speaker card. When addressing the Commission, please state your name and limit your comments to three minutes or less. Thank you.
CONSENT CALENDAR – The consent calendar is approved by a roll call vote on one motion. Should any member of the Commission wish to discuss or disapprove an item, it must be removed from the consent calendar and considered as a separate item.

PUBLIC HEARING ITEM
2. NEW ORDINANCE REGULATING FORMULA RETAIL BUSINESSES IN THE CITY
OF OJAI (TA 07-02)
RECOMMENDATION:
Staff recommends that the Planning Commission recommend to the City Council that they:
1. Conduct a public hearing to review the draft ordinance that amends the Ojai Municipal Code adding Section 10-2.1713 (Formula Retail Businesses In Historic Commercial Downtown) and Renumbering Existing Section 10-2.1713 (Applicable Regulations) to Section 10-2.1714 and adding the HCD (Historic Commercial Downtown) Overlay District to Section 10-2.202 (Zoning Map) and to Table 2-1 (Zoning Districts)” (Attachment A of the staff report).
2. Accept the CEQA Categorical Exemption (Attachment B of the staff report).
3. Conduct the first reading of the Ordinance by title only, and pass to second reading.
DISCUSSION ITEM
3. CONCEPT REVIEW (CR 07-05) FOR SITE IMPROVEMENTS AND BUILDING RENOVATION TO ACCOMMODATE FUTURE COMMERCIAL USES for property located at 110 W. Ojai Avenue, Ojai, California 93023, Assessor’s Parcel Number 021-0-106-100. Property Owner: Arnold Meyerstein. Representative: Whitman Architectural
Design, Martin Hartmann.
RECOMMENDATION:
1. Provide the applicant with comments and recommendations regarding the preliminary proposal (CR 07-05), based on the staff report, preliminary site plans, the applicant’s presentation, and the public input received; and
2. Provide the applicant with preliminary indication of whether or not it supports the project.
4. CONCEPT REVIEW (CR 07-06) FOR THE INSTALLATION OF A PRE-FABRICATED
BUILDING TO BE USED AS A CARETAKER’S UNIT, INTERIOR RENOVATION TO THE EXISTING BUILDING TO PROVIDE NEW OFFICES, RELOCATION OF AN EXISTING SPAY AND NEUTER CLINIC, ADDITION OF A SUN ROOM, AND INSTALLATION OF NINE ADDITIONAL PARKING SPACES for the property located at 402 Bryant Street, Ojai, California 93023, Assessor’s Parcel Number 023-0-172-030.

RECOMMENDATION:
1. Provide the applicant with comments and recommendations regarding the preliminary proposal (CR 07-06), based on the staff report, preliminary site plans, the applicant’s presentation, and the public input received; and
2. Provide the applicant with preliminary indication of whether or not it supports the project.
5. CONCEPT REVIEW (CR 07-07) FOR A 2,000 SQUARE-FOOT ADDITION TO AN
EXISTING 3,907 SQUARE-FOOT PROFESSIONAL OFFICE BUILDING for the property
located at 603 W. Ojai Avenue, Ojai, California 93023, Assessor’s Parcel Number 023-0-030-070. Property Owner: Allan Jacobs. Representative: Ethan Twer, David Bury & Company Architects.
RECOMMENDATION:
1. Provide the applicant with comments and recommendations regarding the preliminary proposal (CR 07-07), based on the staff report, preliminary site plans, the applicant’s presentation, and the public input received; and
2. Provide the applicant with preliminary indication of whether or not it supports the project.
