Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "speaker’s card" and file it with the City Clerk prior to the start of the Council meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor. Speakers should state their name and address for the record and must direct their comments to the Council, not the audience or press. While Council is in session, members of the Council, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

PUBLIC COMMUNICATIONS
Public Communications is the time set aside during the Council meeting for members of the public to address the City Council on items of City business other than scheduled agenda items. Persons wishing to address the Council should fill out a speaker card prior to the Council reaching this point on the agenda. The City Council will take no action on items presented at this time. Comments must be limited to three minutes or less. Thank you.

CONSENT CALENDAR
1. a) Motion to approve the reading by title only of all ordinances and resolutions. Said ordinances and resolutions which appear on the public agenda shall be determined to have been read by title and further reading waived.
RECOMMENDATION: Approve.
b) Warrants for June 14, 2007 and Payroll Warrants for June 7, 2007 in the amount of $143,756.29
RECOMMENDATION: Authorize payment.
c) Minutes of the Ojai City Council for April 24, 2007
RECOMMENDATION: Receive and file.
d) Minutes of the Ojai Parks and Recreation Commission for May 3, 2007
RECOMMENDATION: Receive and file.
e) Minutes of the Ojai Planning Commission May 16, 2007
RECOMMENDATION: Receive and file.
f) Treasurer’s Monthly Report of Investments for the City of Ojai and the
Redevelopment Agency
RECOMMENDATION: Receive and file.
g) Authorizing Ventura County to Collect Library Special Tax for the Fiscal Year 2007-2008
RECOMMENDATION: Adopt Resolution No. ____ authorizing Ventura County to
collect library tax according to the Ordinance 713 with the tax revenues to be used for supplemental library services for FY 2007-2008.
h) 2007-2008 Appropriations Limit
RECOMMENDATIONS:
1. Review and approve the Appropriations Limit Computation; and
2. Adopt attached Resolution No. ____establishing Appropriation Limit for FY 2007-2008.
i) Amendments to the Statement of Financial Principles
RECOMMENDATION: Adopt Resolution No. 07-____ approving the amendments to
the Statement of Financial Principles.
j) Statement of Investment Policy
RECOMMENDATION: Adopt Resolution No. 07-____ approving the Statement of
Investment Policy.
k) Service Agreement with Solid Waste Solutions, Inc. to Comply with the
Regulatory Requirements from the California Integrated Waste Management
Board
RECOMMENDATION: Adopt Resolution No. 07-____ authorizing the Mayor to sign
a Service Agreement between the City of Ojai and Solid Waste Solutions, Inc. to assist City staff in complying with regulatory requirements as set forth by the California Integrated Waste Management Board.
PUBLIC HEARING
2. Public Hearing for Landscaping Maintenance District No. 1 and Landscaping and Lighting District No. 3
RECOMMENDATIONS:
1. Conduct a Public Hearing to receive public testimony from the property owners within the Landscaping Maintenance District No. 1 and Landscaping and Lighting District No. 3 (hereinafter “Districts”); and
2. The City Clerk will commence tabulation of the ballots for the Districts beginning at 8:30 a.m. on Wednesday, June 27 in City Council Chambers; and
3. Invite the public to observe tabulation of the ballots; and
4. Close the Public Hearing and continue the item until 6 p.m. on Wednesday, June 27 when the Council will receive the results of the tabulation of the ballots.
DISCUSSION
3. Support for Ventura Regional Sanitation District’s Biosolids Facility and Electric Generation Project
RECOMMENDATION: Authorize the Mayor to sign Resolution No. 07-____in
support of this project.
4. Report from the Ojai Skate Park Task Force
RECOMMENDATIONS:
1. Accept the report from the Ojai Skate Park Task Force 2007, and affirm Council’s commitment to establish a permanent skate park within the City of Ojai; and
3. Ask the Task Force to further explore the ownership issues with the Ojai Unified School District, and report back to City Council.
5. An Ordinance Amending Ojai Municipal Code Sections 1-6.111, 1-6.212 and
5-6.07 Concerning the Collection of Attorneys’ Fees in Administrative Proceedings
RECOMMENDATION: Adopt Ordinance No. 796 to become effective July 27, 2007.

6. Adoption of the Revised FY 2006/07 and FY 2007/08 Budgets for the City and Redevelopment Agency
RECOMMENDATIONS:
1. Adopt Resolution No. 07-____, thereby adopting the City’s Revised FY 2006/07 Budget and the FY 2007/08 Budget; and
2. Adopt Resolution No. RD-____, thereby adopting the Redevelopment Agency’s Revised FY 2006/07 Budget and the FY 2007/08 Budget.

RECOMMENDATION: Approve Resolution No. RD-____adopting planning and
administrative expenditures for the Ojai Redevelopment Agency Low-Mod
Housing Fund (92) for Fiscal Year 2007-2008.
