ROLL CALL
On a call of the roll the following Council Members reported present: Steve Olsen, Rae Hanstad, Joe DeVito and Carol Smith. Also present were: City Manager, Jere Kersnar; City Attorney, Monte Widders; Ojai Police Department, Administrative Sgt. Maureen Hookstra; Finance Director, Susie Mears; City Planner, Katrina Rice Schmidt; Transportation Manager, Mike Culver; and City Clerk, Carlon Strobel.

PUBLIC COMMUNICATIONS
Douglas Tapking, Area Housing Authority provided an update on the status of housing projects in Ventura County.
Dennis Leary discussed the need for maintaining low income housing stock.
1. CONSENT CALENDAR
a) Motion to approve the reading by title only of all ordinances and resolutions. Said ordinances and resolutions which appear on the public agenda shall be determined to have been read by title and further reading waived.
RECOMMENDATION: Approve.
b) Warrants for March 22 and 29, 2007, and Payroll Warrants for March 29, 2007 in the amount of $457,226.94.
RECOMMENDATION: Authorize payment.
c) MOU Between SCAG, VCTC, and the City of Ojai
RECOMMENDATION: Adopt Resolution No. 07-15 authorizing the City Manager to sign a Memorandum of Understanding between the Southern California Association of Governments, the Ventura County Transportation Commission, and the City of Ojai regarding transportation planning and coordination.
d) Transportation Development Act Funding Application
RECOMMENDATION: Adopt Resolution NO. 07-16 authorizing the City Manager to file a claim with the Ventura County Transportation Commission for Transportation Development Act (TDA) funds in the amount of $125,052 for public transportation and $69,674 for local streets and roads.
e) Snack Bar Lease Agreement at Sarzotti Park
RECOMMENDATION: Adopt Resolution No. 07-17 authorizing the Mayor to execute an agreement by and between the City of Ojai and Miguel Vasquez, owner of Gourmet Tamales, for lease of the Sarzotti Park’s Snack Bar.

MOTION: Mayor Pro Tem DeVito moved and Council Member Hanstad seconded to approve Consent Calendar Items as submitted.
The result of the vote:
AYES: Olsen, Hanstad, DeVito, Smith
NOES: None
ABSENT: Horgan
The Ojai City Council then recessed and convened as the Redevelopment Agency. Subsequent to hearing those items before them, the Redevelopment Agency adjourned and reconvened as the Ojai City Council.
